Portable Nero BR was set to maintain your installed Nero’s settings, if any. However, you have to be careful in that condition.

Firstly, copy-paste/move your language files (not the whole folder,only files) into Portable Nero’s "App" folder.
Secondly, open NeroDiscSpeed, choose File>Options and change the lang. You can use NeroDiscSpeed from any folder in your system; it doesn’t matter.
Alternatively, you can change the lang by editing " "CHANGELANG.reg" file too. Right Click on this file, choose "Edit" and change it’s language as explained in that file. Then, run it by double clicking
